Rechartering Report: Week of 10/12/16
Thursday, October 20, 2016 is the first rechartering turn in date at Second Presbyterian Church. This is for Packs 18, 64, 84, 179, and 830, and Troops 18, 56, 73, 191, 269, 343, and 512. Thank to Packs 514 and 586, and Troops 73, 174, 269, 343, 358, 514, and 804, and Crew 358 for beginning their online rechartering process. That will help keep everything moving!
CORRECTION: On the email accompanying your internet rechartering access code, there was a misstatement. No new Adult Application is required if a scouter is registered with your unit to change positions! This only requires a change in the rechartering application online. The new position will be effective January 1, 2017 automatically.
However, any changes with immediate effect (i.e., in October 2016, still require a new adult application).
Rechartering is Open
Rechartering has begun. The schedule for turn-ins is available here.
Please review your unit’s roster against the Internet Rechartering database this week.
This will help expedite the process two ways:
- It will speed identifying who needs YPT.
- It will speed identifying who needs to turn in applications (try the electronic method to expedite).
Remember no registered adults needing to change position title need to submit new applications during Rechartering. This is only true during Rechartering. The database change of title is sufficient.
YPT report
As rechartering season has now opened, the importance of youth protection training status has risen to priority number one.
Luckily we are beginning to see progress. We now have 127 positions that have expired or Will expire before rechartering season is over. That means we are the sixth of the way to our goal.
The best thing at unit can do right now is to make sure that they have their lead person on rechartering open the rechartering system and review specifically the persons who we need to use protection training to be complete before their unit can recharter. We have recharter turn in his beginning in less than two weeks. This means that any unit that has a leader who needs YPT to recharter can cause problems at the turn in.
Rechartering Emails Expected Today
The bad news is we are in rechartering season. The good news is that we’re about to get it started so we can get it completed sooner.
That last report we expect rechartering emails to go out today, Wednesday.
This means it is crucial to get our 144 people in the district who have expired or expiring (i.e., less than 90 days until expiration) youth protection training up to speed as soon as possible. We have several scoutmasters, committee chairs in chartered organization representatives who have expired or expiring training. This means their unit’s rechartering cannot proceed forward. If their training is currently expired, they are not authorized to participate in scouting activities. This is even worse.
Unit should have a Denna five the key three personnel for the upcoming year, two additional committee members, unit leader training, YPT, and the other prerequisites to rechartering.
In the email containing the rechartering codes, there is a checklist of items to prepare. Please make sure to do those as soon as possible so that when you’re turning date arrives, your unit is ready to complete the rechartering process.
Remember our goal is to complete rechartering in the district before the end of October. If there are units that need additional time to cover the dues from popcorn proceeds, we’re willing to work with you on that.
October Roundtable
October Roundtable on October 13, 2016 will focus on rechartering preparation for the following weeks.
Remember Recharter Applications are due on October 20, 26, 0r 27, 2016, depending on the date assigned to your unit.
Roundtable will address many issues and will offer a Youth Protection Training at the end for those interested.
Rechartering opens in less than week
The Council Commissioner has received word from the lead executive Nat Baker that online rechartering will be opened sometime in the next 7 days. He plans on it being Monday, but he is not sure will be done by then. His goal is completion and email transmission to Unit Key 3 personnel by next Wednesday.
In the meantime, if your unit has a designated person who will be handling rechartering issues and who is not already a registered member of the Unit Key 3, please email Jeff Heck or Con Sullivan the person’s name, title (if any), phone, and email address. We will make sure that the name is added to your contact information. They, too, will receive the email invitation to internet rechartering.
With the arrival of a new Director of Field Services Nate Young, there will be many changes in the paper flow of recharter applications. Most of those changes should not affect units, but will be felt by the professional staff and commissioner service.
The biggest change for units is that all recharter applications turned into the Registrar will be logged in, payments posted with receipts issued, and the paperwork forwarded to the District Executive. The Registrar will not process the paperwork until the District Executive and District Commissioner have reviewed the paperwork and signed the review form.
This means that units will receive fastest and most efficient processing at District Turn-In events listed on the rechartering email invitation.

Rechartering Turn-In Dates Announced
District Commissioner has announced the turn-in dates for late October 2016. Watch this page for updates on procedures.
Please make sure that your unit Chair has the correct date on the calendar.
All charters must be turned in to the District Commissioner. The Council Registrar will take all applications turned in to her and return them to the District Executive before processing them, if the District Commissioner is skipped.
This is for the convenience of the units. Last year, we had problems with the Registrar not having had a chance to troubleshoot applications until 7 weeks after they were submitted to the Council office. That meant that diligent units were forced to scramble to fix problems in December when they thought everything was done.
By turning in your recharter application through the Commissioner Service, you will get an immediate troubleshooting review and avoid weeks of delay in finding out about problems.
Please help us expedite this process, so we can be done with turn-ins by Sunday, October 30, 2016. The way to do this is to send a representative to the turn-in date posted.

REMINDER: District Committee and Commissioners’ Meeting Tomorrow
District Committee Meeting for September is tomorrow Thursday, September 1, 2016 at 7:00 pm at Second Presbyterian Church, 7700 N Meridian St, Room 705, Indianapolis, IN 46260.
All Unit Commissioners and Assistant District Commissioners, as members of the District Commissioner’s Staff, meet tomorrow night at 6:00 pm in the same building but Room 701. (Jeff Heck needs to leave a few minutes early, so we will hopefully “meet fast.”) Rechartering procedures and preparation will be a key topic.
Cub Scout and Boy Scout Roundtables will be NEXT WEEK on Thursday, September 8, 2016 at 6:30 pm at Luke’s Lodge, the outbuilding on the campus of St Luke’s United Methodist Church, 100 W 86th St, Indianapolis, IN 46260.
YPT Status: need immediate attention
As October 1st approaches, the District Commissioner’s staff is ever more concerned about training, especially Youth Protection Training.
As previously published, your YPT should be renewed each year between March 1st and October 1st. This eliminates many problems at recharter time. Please help by logging into your my.scouting.org account and double checking your YPT expiration date.
As of this writing, the District has 29 scouters who are now expired on their YPT. A total of 168 scouters are or will be expired before November 10, 2016. There are probably another 50 or s0 (unverified) who expire before March 1, 2017. All of these 218 or so people can cause their units to be unable to renew, if the person expired is a required office to recharter such as committee chair, or maybe dropped from membership in order to allow their units to recharter.
Three units have 3 or more scouters whose YPT is expired at this moment. Several units will have more than 25% of their scouters YPT expire before November 10, 2016.
Please begin an aggressive campaign in your unit to bring these numbers down now.
New for Fall Recruitment: Online Registration
The BSA has established a new Online Registration for adults and youth. You can see an overview video of how the system works below. The video describes it as “Coming Soon.” It is already activated in Crossroads of America Council.
This system has many advantages:
- You never run out of paper forms.
- Your applicant will be immediately notified whether data on one of the screens is incomplete, avoiding the need to circulate the form around twice to fill in missing information or signatures.
- There is no physical application that needs to be delivered or sent.
- Necessary signators traveling out of town can fulfill their obligations from anywhere in the world.
- Your applicant can pay their BSA membership dues online with a credit card.
The current weaknesses in the system are being able to find where to access the website to start.
- You must access this from the http://www.BeAScout.org.
- From the main page, the applicant needs to navigate to your unit.
- On the unit page, the applicant needs to correctly choose “Cub,” “Scout,” “Venturing,” or “Volunteering.” Picking a program puts the applicant in “Youth” status. Adults must pick the “Volunteering” choice, then select a unit.
- You can pick the links for your unit and save them for placement on your webpage or emails. This means that you can circumvent some of the problems above.
- The system does not collect your unit’s dues or added costs (like local council insurance). It merely establishes the applicant as a member of the BSA through your unit. I have even used it to promote an existing volunteer to a new position without having to pay dues again.
I have used this system successfully twice. I have not dealt with Youth Protection Training in either case because they were existing volunteers. I cannot offer much feedback on that issue yet.

Please begin using this system immediately, especially before recruiting season and rechartering. The more information that is properly registered in the system before October 1st, the smoother your rechartering will proceed.
